Great article bringing together key policy goals and how opportunities for improvement can be missed. I particularly like the reasons for reform you identify and see point a) as key and subsequently impactful on the other points you raise. Indeed not only the government communication but support from environmental NGOs who took the policy as a done deal and "moved on". Failing to recognise the need for ongoing support/communication as the price rose.

Similarly legislators in Austria favoured reform of the 100% rebate to shift the balance as you advocate, unfortunately they were overtaken by political events before they could act. The political imperative having similar alignment to the Canadian situation. As you say this pre-cursor to the ETS2 is flashing lessons of transparency to EU countries and the indeed the UK if indeed it realigns with the EU.
